The arms are those of Hill for Wills Hill (1718-1793). He advanced to numerous titles during his lifetime, becoming the first Earl of Hillsborough and Viscount Kilwarlin in 1751, Lord Harwich in 1756, Viscount Fairford and Earl of Hillsborough in 1772, and finally Marquess of Downshire in 1789.
His lordship had a most distinguished career. He was a privy councilor in both England and Ireland. He was constituted first commissioner of trade and plantations in 1763; he was appointed jointpostmaster-general in 1766; and was secretary of state for the colonies from 1768 to 1772.
In 1779 he was reappointed secretary, and became one of the leaders of the administration which had to bear the unpopularity of the American Revolutionary War. In 1747 his lordship married Margaretta, daughter of Robert Fitzgerald, Earl of Kildare, and sister of James, 1st Duke of Leinster.
