A Brass Kitchen Caster.
A brass caster similar to a form shown in Randle Holme's Academy of Armory to be for dispensing 'Pepper.....a well-known spice of aromatic odour and an extremely pungent aromatic taste'. However, the holes and overall size of this caster are too large and this is therefore most likely a flour dredger, more often fashioned with straight sides and a loop handle.
English, probably Birmingham.
