Adolphe Ragon was born in London, the son of French parents.  He initially worked as a French tutor whilst studying art under Lionel Constable.  From the late 1870s he was working as a landscape and marine artist, exhibiting at the Royal Academy, Royal Watercolour Society and elsewhere.  He lived in Felsted, Essex.
