Lionel Victor Bulmer was born in Wandsworth, the son of an architect.  He studied at Clapham School of Art and at the Royal College of Art under Ruskin Spear, Carel Weight and Charles Mahoney.  It was there that he met the artist Margaret Green who became his life companion and later his wife.  He taught part-time at Kingston College of Art and exhibited at the Royal Academy, New English Art Club and elsewhere.
